Something Missing

Somebody said there was something that "needs downloaded" to me today. I was amazed that someone would talk like that out loud. In my mind, that's missing an important verb, 'to be'. But English is always evolving, so I come to you to ask, is this a thing? Can you just leave 'to be' out, and get away with that?
